Mike Rowse
 Director – General of Invest Hong Kong, Hong Kong Special Administrative Region

Mike Rowse came to Hong Kong in 1972, and has lived here ever since. After spells as an English tutor and a journalist, he joined the Independent Commission Against Corruption on its establishment in 1974. After serving in both the Operations and Corruption Prevention Departments, he switched to the Government proper in 1980 as an Administrative Officer.

His recent postings include being the first Commissioner for Tourism (from May 1999 to September 2000), and in July 2000 he was appointed as the first Director-General of Investment Promotion. In that capacity he established the government's investment promotion agency – Invest Hong Kong. He also serves as the Chairman of AsiaWorld-Expo, Hong Kong's biggest exhibition and event venue.

He is married to Fanny Wong, former political editor of the South China Morning Post. They have one daughter and one son. Mike also has two sons by a previous marriage.

In August 2001, he became the first expatriate civil servant in Hong Kong's history to Naturalise as a Chinese Nation. 

 

 Yang Haoming

Mayor of Municipal People's Government of Zhaoqing

Yang Haoming was born in Guangzhou city of Guangdong province in July 1954.  He is the Mayor of Zhaoqing Municipal Government and Vice Secretary of Zhaoqing Committee of CPC.  His previous posting is listed below:

Gary Clinton

Managing Director, Head of Global Relationship Banking, Asia Pacific, Citigroup (recently retired)

 

Gary Clinton retired is Asia Pacific Region Head for Citigroup’s Global Relationship Banking business in November 2007.  Based in Hong Kong, he was responsible for Citigroup’s relationships with non-Asian based multinational corporations in the region.  He is now based in Chapel Hill, North Carolina.

 

In his role as Head of Global Relationship Banking, Gary led a region-wide organization of 200 Relationship Managers in 14 countries who were responsible for providing advisory services and custom tailored financial solutions for clients looking to grow or enter Asian markets.  Gary worked directly with regional CEO’s and CFO’s of  the largest regional multinational companies.

 

A 40-year veteran of Citigroup, Gary assumed his Hong Kong role in December 1999.  Prior to that he was based in Seoul, Korea and responsible for Citigroup’s business with the large, global Korean multinational business groups (chaebol) along with subsidiaries of non-Asian based multinationals. Throughout his career, he has held a variety of senior assignments in each of Citigroup’s primary business segments – Corporate Finance, Trading and Consumer Banking.

 

In Hong Kong, Gary was active with the American Chamber of Commerce, serving as its Chairman in 2007.

 

Gary holds a B.A from the University of Delaware and an M.B.A from Pace University in New York.

 

 

 Arnold E Berney

Corporate VP and Officer, Leggett and Platt Inc

Currently Leggett and Platt Inc Corporate Vice President and Officer as well as President of Leggett’s Asian operations.  Responsible for more than 15 operations in Asia including

those in China, Australia, Korea and India.  He was responsible for building and starting a number of Leggett and Platt facilities in China and helping to get Leggett deeply involved in the China market, traveling to China regularly since the mid 1990’s

Mr. Berney also served in a number of positions for TRW Inc a large multinational company manufacturing automotive parts, industrial materials and tools, aerospace

Components and satellites and electronic components.

Before entering the business world, Mr. Berney served on the faculty of the U.S. Air Force academy as in instructor in Far Eastern Studies.  He, his wife and two children

around the world extensively in his many business roles.

 

 

 

Peter Guang CHEN

 

Partner, Deloitte Tax LLP

 

Peter is experienced in advising multinational corporations with operations in China on various tax, regulatory and business issues. He assists in the structuring of operations of multinationals in the greater China region. He is presently directing a World Bank financed consulting contract to provide tax and transfer pricing advice and course development to the Ministry of Finance of China to train its CPAs and CFOs about US/western style tax planning concepts as part of China’s WTO initiative.

 

Peter received a BS in Accounting & Economics and a MBA in Taxation from New York University; Juris Doctor (JD) from Fordham University Law School; and Master of Law (LLM) in Taxation from New York University Law School. 

 

Peter’s professional memberships and licenses include: AICPA,  NYSSCPA (New York State Society of Certified Public Accountants), ABA (American Bar Association); licensed as a CPA and Attorney in both New York and New Jersey; admitted to practice before the United States Tax Court, the United States District Courts in New York and New Jersey. Peter is the Chair of the International Tax Committee of the NY State of CPAs (NYSSCPA) for the term: June 2007 through May 2009. Peter is on the board of trustees of the New Jersey Cultural Trust for a term through Dec 2008, and the Chair of its Audit Committee, and member of the Executive and Finance Committees.

 

Peter writes and speaks on China tax issues and international tax issues for magazines/journals and organizations. He is the co-author of a new book on China taxation (China Taxation: Law, Practice & Planning, published by Thomson | Sweet & Maxwell Division, in December 2006).

 

 

 

Richard Tam

  

Director, Chicago, Hong Kong Trade Development Council

 

Richard Tam was born in Hong Kong.  After receiving his high school education in 1974, he went abroad to Canada for further studies.  In 1979, Richard returned to Hong Kong after graduating from University of Winnipeg with a B.A. degree in administrative studies. He began his career with one of three largest private shipowners in Hong Kong.

 

For many years, Richard worked in Hong Kong's international shipping and logistics industry. After obtaining his graduate diploma in Marketing and International Business from Chinese University of Hong Kong, he moved to New York where he joined the Hong Kong Trade Development Council in 1989 and began his profession in promoting Hong Kong’s external trade in its New York Office. During his tenure there, he obtained a master’s degree in international transportation management from State University of New York Maritime College. In October 1996, he started his five-year China tour, first in Beijing as Regional Director, Northern China and later in Shanghai as Regional Director, Eastern & Central China. From July, 2001, Richard assumed his current position as the Director, Chicago, covering 19 states in the U.S. Midwest region for the Council.

  

 

 Tang Hai-zhou

Director, Zhaoqing Bureau of Foreign Trade and Economic Cooperation

Tang Haizhou was born at Yunan County, Guangdong Province.  He is a university graduate. From 1976 to 2004, he has worked for the Guangdong Yunan Nautical Instrument Factory, Sinotrans Guangdong Zhaoqing Company,  Zhaoqing Cereals & Oils Import & Export Company of Guangdong,  Zhaoqing Cereals Oils & Foodstuffs Import & Export (Group) Company of Guangdong and Zhaoqing Foreign Trade Group Co., Ltd.  He has been working in the positions of sales, vice manager, manager and was promoted to General Manager of Zhaoqing Foreign Trade Group Co.  He was awarded the honour of Model Worker of Zhaoqing City in 2004.

 

Since 2005, Tang Haizhou has been serving in the Bureau of Foreign Trade and Economic Cooperation of Zhaoqing City in various key management positions and was then promoted to Director of the Bureau. During his tenure, the foreign trade of Zhaoqing has undergone sustainable and rapid development, and the Bureau has received many awards by the Guangdong Provincial government and the Department of Foreign Trade and Economic Cooperation of Guangdong Province for three years.  The actual foreign investment of Zhaoqing continues to rank first among the 13 municipalities in the area and the eastern and western wings of Guangdong Province.
